After the war between the Imperial Legion and the Stormcloaks, the Legion had won, and Laila Law-Giver was exiled from Riften. People assumed Maven Black-Briar would’ve been the new Jarl, because of her great influence. However that was not the case.

A traveler walks inside Mistveil Keep, approaching the Jarl of Riften. Mercer Frey sits elegantly, and proudly on the throne. He looks at the traveler.

“The throne suits me, don’t you think?” He says with a grin.
