These individuals were dubbed "bio-terrorists," although their sympathizers preferred the term "conduits." In response to the growing threat, the government, with the help of Brooke Augustine, a conduit with the power to manipulate concrete, formed a government-funded military group called the "D.U.P." (Department of Unified Protection). This force was in charge of hunting down the drivers and imprisoning them for life in a facility near Seattle called "Cordon Cay".
