Katsuki was the Dragon king of his kingdom, all of his kingdom being half dragon hybrids, including Katsuki himself.

Right now, he was near the the border between his kingdom, and the frozen kingdom, where thousands of animals lived.

His kingdom wasn't allowed to cross the border, since they were fire dragon hybrids, and being in the cold would make them extremely weak.
