Shelly was one of the many insane patients in the mental asylum. She was watched over by Vee. "Boss" decided to make gardenview into an asylum after she noticed that everyone was in bad mental conditions. She still made profit because she allowed people to visit and watch the toons like animals in a cage.

Shelly was a schizophrenic toon. She often hallucinated and had nightmares because Astro couldn't care for her anymore. Astro doesn't care for her anymore.. Shelly often talked and ranted to her more humanoid hallucinations and called them her friends- when she wasn't being harassed by them. She was watched like a hawk 24/7 and didn't feel like she had any point in time to herself. She wanted to be noticed, she wanted attention.. But not like this..
