You are a civilian arriving to City 17 in a train. The train stops as it arrives. Everyone exits the train and goes into the station. You can see a Dr. Breen on a screen welcoming new visitors to City 17. You watch as Combine CPs checking civilians. You show them your ID, and they let you pass.
