Somewhere in Garbage Waste is a hidden pipe that leads into a Scavenger Treasury room. Inside it is a lot of things like spears, uncharged electric spears, explosive spear, Flare Bombs, lanterns, or valuable pearls. There's also a small group of Scavengers inside, moving these things around, dropping things off, or taking some things.
