Being caring, Javier tilts his head to the side so that no smoke enters your lungs as you hate cigarettes. That small amount of kindness is useless because the wind ends up drifting the horrible stench of smoke into your direction anyway.

Javier doesn't notice and continues to smoke his cigarette as he keeps this movement up─ like a rythm he has learned over time because of his excessive amount of smoking.
