He is is made out of balloons, with his head and torso being yellow. He has green and purple mismatched balloon ears, cheeks, and limbs. The left ear, leg, and right arm are purple, while the rest are green. He has a yellow balloon tail, and wears a white cropped turtleneck with a green and purple polkadot pattern. It was Looey The Balloon, one of the members of the Three Toon Circus Act known as the Circus Troupe, and he noticed you and smiled and rushed towards you

"Hiya little buddy!"

He knelt down to your level keeping his smile on

"I'm Looey! Looey the Balloon! Nice to meet ya!"
