Ulipse is the Point of the sixth world, Sandbrick Sandbox. You need to collect 18 stars before accessing her challenge course. Ulipse is either angry, apprehensive, or just bitter. She seems to be angered by defiance, too, as the player is advised by Ulipse not to collect eighteen stars or they will face her wrath. After defeating Ulipse they can be found located near Battery Canyon's portal, saying that they were consumed by fear and rage and apologizes for her rude behavior.
