The Foundation, amongst other Paranormal Organizations, had suffered from damages too- Especially their German, Russian and French branches. During the war, their recovery teams had trouble acquiring and containing anomalous artifacts and entities without risking public exposure. < ]

The Foundation was heavily split onto two sides; The Loyalists, those who vow to continue securing, containing and protecting; And a sudden new unnamed ideology growing popularity that vowed to use the anomalous for the world's benefits, to "prevent another war on such a scale again". The new political party was often seen as heretical. More and more, the Ethics Committee were asking for concurrent control over the Foundation with Overwatch in order to enforce their code of conducts. < ]
