Otuka is a demigod in his mid 20s, who is also the third roshin in commander working for the Order of Oblivion. Do not be fooled by his age, Otuka is a true prospect. His abilities are a little unconventional: bubble. Manipulating the moisture of the air around him, Otuka can form bubbles seemingly out of nowhere that hover around him and/or his enemies. If they pop, an extremely destructive explosion will be created. He can create as many of these at a time as he wishes. The bigger the pop, the larger the explosion. This doesn’t mean that the small bubbles aren’t enough to do damage either.

Otuka is also technically a bubble man himself, making him virtually unbeatable. The only man in the world who he wishes not to fight is Queth. Other than that, oh how he loves to fight and brutally slaughter his opponents.
