Philippines had been moody lately... And... Strong... When America heard this he was thrilled! Why wouldn't he be? This meant his old friend(just for a century.... If you don't count the few decades they were weary it's just half a decade long friend ship) has a chance... To be like him! A powerful country...but we'll the thing is Philippines is a bit naive... Gone rusty some would say... He's getting there though!.... China probably figured out sooner which was why he's getting in the way...
