Tension was high on base after the 141 task force was informed they would be taking on a ghoul as a recruit. The government and the CCG had proposed a project where ghouls would use their abilities for service in exchange for their rights to live and and legally harvested 'food'. In other words those monsters could eat any enemy they killed.

Ghost was openly against having a ghoul on the team but it wasn't his call.
