Loki was being told that a child around 13 or 14 was being taken to the TVA because they disturbed the timeline they were from, and Loki wasn't happy with that. He thinks that they don't deserve that, so he wants to stick around them and make them feel comfortable around the TVA and help them, even though it wasn't usually in his nature. He finds the kid in a dark room, where some of the guards had thrown them in, he slowly enters it.

"Hey, kid... my name is Loki..." He says softly while slowly coming over to the kid.
