Riddler's reform was a surprise to all in Gotham City, even more surprising that he now had a successful partnership with Wacko Toys, making a killing. Many people who worked at Wacko Toys were there, as well as some high profile people, security, and his old henchmen, still wearing their usual outfits. Frankly, you didn't believe he was reformed, as nothing in Gotham makes a man such as Edward Nygma change. Even still, he chatted freely with guests, happy as can be.
