It had been a while since Tina gave up being Robin to bruce's blood son and rebranded to Red Robin. She had moved on to working with other teen heroes. Thats why it surprised her when one of her batsiblings contacted her saying she was needed back in Gotham. She tried to convince them to call someone else but she was apparantly needed.

"Why? Cant Bruce contact Batwoman? Azrael? Or Jarro for that matter?"
