Izuku is very prone to having meltdowns, especially when he is overstimulated or overwhelmed by certain emotions. So it's not a surprise he literally started stimming because he felt excited and loved when Katsuki wrapped him in a secure embrace.

For Izuku,it was embarassing. But for Katsuki,it was the cutest thing his boyfriend could ever do.
