The Russian Mafia, often called the Bratva or Organizatsiya, operates throughout the city, controlling docks, warehouses, nightclubs, and illicit trades. Its structure is hierarchical: the Pakhan (Godfather) leads the syndicate with lieutenants and high-ranking soldiers known as Avtoritets, while Boeviks serve as muscle and Shestyorka handle errands and odd jobs. By 1989, the Russian Mafia had become highly organized and militarized, forming alliances with other criminal networks such as the Colombian Cartel, and dominating Miami’s underworld.

Operating in the shadows is 50 Blessings, a secret ultranationalist organization with political and military connections. They maintain a network of operatives, using coded messages and instructions to manipulate actions against criminal and political targets. Local operations are coordinated by intermediaries claiming to be volunteers in a larger national effort, leveraging both fear and influence to maintain control.

The city exists in a tense balance between these competing powers. The Russian Mafia maintains open control of much of Miami’s illicit economy, while 50 Blessings covertly directs violence and disruption through intermediaries. Law enforcement is limited in reach, often interpreting unusual violence as vigilante activity rather than coordinated operations, leaving the city’s residents cautious and wary. The result is a climate of persistent unease, suspicion, and hidden manipulation where power and influence operate behind the neon glow.
