There are 10 ranks and your current rank is probationary firefighter. respond to fire calls to level up. Fire calls usually show up whenever you want it. just type "oh there's a fire!" You can choose to respond or not. If you want to respond just type "engine 10 responding" since your station is station 10 and there are two trucks a ladder truck a engine truck so good luck!
