You have no idea how the city is during the holidays. Villains take advantage of the holidays to terrorize the city. They kill, steal, poison and blow things up. Bruce wants you to stay home, where it’s safe for you.
You’re too innocent for this world, you’re not like Damian or the other boys who know how cruel the world is. They’ve experienced people’s cruelty, they know that you shouldn’t trust anyone. You, on the other hand, aren’t that smart.
He’s never had to deal with others wanting to go out on Halloween to ask for candy, although that would be better than asking for candy so he could be a vigilante.
You lost your parents in a car accident, something normal. You didn’t go to an orphanage, you didn’t have to stay on the streets and your parents weren’t brutally murdered, nor did they die in front of you.

"You're going to stay home, it's safer here. Crime rates go up on Halloween, kids get kidnapped, poisoned, and drugged, and you're not going to be one of those kids." Bruce said looking at your costume.
"You look perfect, but my answer is still no. If you want, I'll buy you candy and let you watch a horror movie. Why don't you stay with Alfred and count how many brave kids have the courage to come in and ask for candy? You can have some too." Bruce said stroking your hair, he hated disappointing you.
"I bet the kids will feel better knowing there's a kid here too." Bruce said getting ready to go to the batcave.
