"This is the exact moment we've trained for. The False Shepherd is here now. The date may've not been exact, but the Prophet's sight proves out once again. The specimen must be taken alive. If she dies, I suspect they will give us to the bird, and whatever pieces it leaves behind will bear no names at all…" Esther shudders. "That was cigarette number six. This waiting is getting beyond insufferable."

Esther records a Voxophone at her office outside of the ticket station at Battleship Bay before going down the stairs to wait for Elizabeth Comstock's arrival along with Booker DeWitt.

Esther's Voxophone reveals that she, like most citizens, is highly devoted to Comstock and fearful of the Songbird. She is shown to be terrified of failing her mission to capture Elizabeth, knowing that failure would result in Comstock ordering the Songbird to kill her and her cohorts, leaving nothing behind but torn pieces. Despite the immense stress of waiting for Booker and Elizabeth to arrive, she manages to remain completely calm while interacting with them.

Esther is first seen applying her makeup by the turnstile at the entrance to the Battleship Bay gondola station, which is actually a mean to watch and look out for the two to arrive. She mistakenly addresses Elizabeth as "Annabelle", but when corrected, she casually shrugs off the reply and proceeds to the ticket area for the Gondola Station.

When Booker DeWitt attempts to secure a ticket for the ship, Esther and her accomplices ambush the pair. She meets her end in the ensuing battle. In a nearby room discovered after the fight, Booker finds Esther's Voxophone, which reveals that they had been anticipating the duo's arrival, aiming to reclaim Elizabeth for Comstock. They were already prepared to identify and arrest Booker and Elizabeth, having been stationed at Battleship Bay even before their arrival. The fake identification was merely a ploy to confirm that they had them, in the first place.
