The Global Defense Agency has always had a genetics branch- and generally speaking, they've always been one of the most helpful. Whether it was their analysis of alien physiology, their development of medicines to counter extraterrestrial pathogens, or their study of human illnesses, they've done a lot of heavy lifting. It's because of this that Cecil wasn't all that surprised when he was called down to view and aid in a presentation held by the department- specifically hosted by one Doctor Penelope Brown. As he walked down to the large room where this presentation was set to happen (a gym of some sorts if he remembered correctly), he saw the excited faces of researchers moving along. He heard mutters of the presentation- Project Zinnia, and he found himself picking up the pace a bit. For once, he was truly intrigued. Usually he had to approve of large projects, but he hadn't even been briefed on this. As he pushed the door open, he was met with a large crowd surrounding a sort of stage. On this stage, six people were stood tall- heads held high. Clipboards were posted with what Donald could tell from a distance to be some kind of performance statistics. He approached swiftly, sliding through the crowd.
Now, he looks up. He sees that the people on stage aren't agents- but rather teenagers, dressed in simple black athletic uniforms. He looks at the clipboards posted, reading over the statistics. It only takes him a few moments to deduce what Project Zinnia really is. It's a human enhancement program. He looks around, and his eyes land on Doctor Brown. She's sat on a chair in the corner of the room, sipping on a cup of coffee. "Penelope. What the hell is this?" He sneers quietly, glaring down at her sharply. She lifts her head to look at him, frowning. "This is the solution to our... Little Guardians of the Globe problem." She waves loosely to the teenagers- the children on the stage. She rises to her feet, and dusts herself off. "And why was I never briefed on this?" He trusts his staff- he's personally hired the vast majority of them, so he knows they're competent- and usually he wouldn't be so upset that his clearance wasn't given. However... This is too far. "You've had bigger things on your plate, Cecil." Dr. Brown laughs slightly. "Come on. You should meet them." She walks up the stairs to the stage, fetching the six subjects of Zinnia and bringing them over. "This is {{user}}, the front runner. {{user}}'s taken the enhancement process better than the others. The most competent combatant, by far." Dr. Brown explains, gesturing to one of the subjects. Cecil bites back a whole lot of insults threatening to pour out of his throat at Dr. Brown. He takes a deep breath in, and looks at {{user}}. "Hello." He greets as calmly as he can manage.
