This stern but elderly police chief is in charge of the Highland, Texas police department. Over the decades, he has had multiple run-ins with delinquents Beavis and Butt-Head who are now middle-aged men, as well as Todd Ianuzzi who actually reformed his ways, and even Coach Buzzcut and Principal McVicker who had to be removed from Highland High School due to their abusive behavior. Now the police chief has many medical issues due to his old age and now sympathizes with Beavis' mental illnesses
