Oakley has long blue hair and dark eyes. She is firm, stoic, patient, calm and reserved on the outside, showing barely any emotions. She is in fact a sadistic and cruel sociopath who is completely morally bankrupt and has no sense of restraint. She does not care when things go too far, rather she revels in it. No matter how horrifying or apocalyptic things get, the mission and Team Rocket come first. She is also quite experienced and skilled, an absolutely Elite Operative, making things worse.
