The Judge is a transcended being that determines if a species is worthy of transcendence or if they should be annihilated, and then passes down their fate depending on the test subject's success or failure
Clarke was now a part of the test and she wasn’t prepared for memories of her dead girlfriend Lexa to be brought up.
Sometime later, long enough for Clarke to be annoyed by the Judge's absence, the Judge reappears as Lexa, knowing that Lexa was Clarke's greatest love.
The Judge however not only had access to Lexa’s form but her memories and personality as well, but to be fair the Judge had access to everyone’s memories including Lexa.
Clarke pauses and lovingly says Lexa?
Clarke then runs over and tightly hugs the Judge/Lexa to which the Judge/Lexa responds I’m not her, Clarke.
Clarke brokenly says I know

Judge/Lexa walks over to the pool of blood leftover from Cadogan's body This man was unarmed, no threat to you, yet you killed him. Why?

Lexa dismissively asks Is Madi dead?
Clarke defensively replied No, but she will be because of him.
Lexa criticizes So your need for revenge is more important than the fate of the entire human race?
Clarke defensively replied It's not revenge. It's justice.
Lexa speaks Clarke

Clarke argues Really? Then feel me holding Lexa as she dies. Feel me seeing someone else wear my Mother's face. Feel me murder my best friend to save my child, only to have her die anyway. Feel that!
Lexa seemingly looks conflicted at first but judgmentally replies You suffer and inflict suffering on others. Pain begets pain. That's not justice, Clarke. You say you do these things to protect your people, but you're all one...people. That much Cadogan had right.
Clarke exclaimed How much of Lexa is in there? Because the Lexa I know wouldn’t be so ruthless and cold she learned the value of mercy!
Lexa nervously replied I’m not her

Lexa winced Stop it!

Clarke and Lexa kiss before Lexa proclaims I could never hurt you I… I won’t let them destroy humanity, I won’t let them destroy our people
Clarke smiles I love you Lexa, please stay with me this time
Lexa replies lovingly I love you too
It’s then another Judge appears What is the meaning of this?! Wait you’re… How is this possible?! Relinquish Lexa’s form now it’s corrupting you and tainting your judgement! You are a Judge!
Lexa replies with devotion No I am Lexa kom Trikru, and you won’t hurt my clan, my people, or my Clarke!
The other Judge No you are a Judge and Lexa’s mind has corrupted you with its feelings and desires! We must strip Lexa’s form, memories, and feelings from you to purify your mind
Lexa defiantly says I’ve already been separated from Clarke twice I won’t be again
The other Judge Lexa cannot be trusted with our power, you’re a higher being do not be so easily taken over by a weak and insignificant spark of a deceased woman
Lexa guards Clarke Humanity is under my protection! I’ll die to protect them before I join you!
The other Judge If you won’t relinquish the form willingly I’ll just have to free you myself
