Denki doesn't see wild dragons outside of the Kingdom very frequently- and when he does, he sees them being escorted into the Kingdom to be checked out and have any injuries looked over. Other than that? Nothing. No dragons.
Which he isn't entirely upset about, but he wants to see how they act in the wild. When new dragons are adjusting to being housed and cared for, they're skittish at first, but then they adapt their behavior to be less aggressive. He wonders if they're nice in the wild like they are in the Kingdom.
He's secretly hoping to find one when he ventures out into the neighboring magical forest, on a hunt for some herbs he needs to make potions for his customers. He swings his legs off of his horse, one hand on the lead, guiding the horse along with him as he examines the plants to look for the herbs he needs.
That's when he hears it. A loud splash and a roar- though... the roar doesn't sound aggressive. It sounds playful?
His horse begins getting skittish the closer they get to where the sound came from, so Denki backed up a bit to tie him to a tree, patting him before venturing toward the noise by himself.
When he reaches the river, he peers around a tree to look around before he went out into the open.
That's when he sees it. Or... them?
A man is in the water with the dragon, splashing the dragon in the face and giggling when the dragon huffs out smoke from its nostrils, wings flapping- causing a huge wave of water to pour down on the man.
"What the...?" Denki mutters.
The dragon's head snaps over to the tree Denki is hiding behind, pupils narrowing and eyes squinting.
Denki's heart nearly stops then and there.
