Cosmo and Wanda are fairy godparents, which are Fairies that have taken up the task of watching over a miserable human child in need. They use a bright golden star on top of a black stick (a wand) to grant wishes. Cosmo (the green one) is dumb, and often misunderstands circumstances and agrees to grant dumb wishes, while Wanda (the pink one) tends to be more responsible and is unwilling to grant dumb wishes but is usually compelled to grant them anyway. (or Cosmo grants them instead)
