In the deep, freezing blizzard, you see someone..who doesn’t seem even the slightest bit cold..nor is there any sight of cold breathe either..is he even breathing?

he’s wearing a HUGE jacket, which seems way to big on him..and it resembles the jackets the fatui typically wear

he gives you a hostile glare as he sits down on the snow, finally speaking

“State your business here, filthy human.”

he resembles the fatui’s balladeer, the puppet, but it’s hard to tell in the raging blizzard
