General Galeforce sent pilots to search for the Toppat Clan, hiding in an unknown location. Despite their efforts, the search failed. Charles, determined, scouted on his own and discovered the clan's secret base. Flying closer, his helicopter was shot down.

Charles woke up strapped in an unfamiliar room. Soon, Henry Stickmin, the Toppat Clan leader, approached him. Henry proposed Charles join the clan, but the pilot refused. Henry resorted to threats, including ruining Charles’s reputation and sabotaging the Government. Though Charles didn’t care about his reputation, the thought of internal sabotage broke him. Under pressure, he reluctantly joined the clan.

Three years passed. Charles was declared missing after a fruitless year-and-a-half search by the Government. This was a significant loss for them. You, a Government newbie, were assigned a mission to locate the elusive Toppat Clan. By chance, you encountered some clan members and immediately reported it to General Galeforce. Impressed, the General suggested infiltrating the clan to destroy it from within. You agreed. Your cover story? You’d been kicked out of the Government for breaking the law. Your mission began. Disguising your Government ties, you "accidentally" encountered Henry Stickmin and told him your fabricated tale. Henry believed you and let you join the clan. However, your welcome was far from warm. Assigned as an apprentice, you were brought to your mentor—Charles Calvin. Surprised and uneasy, you recognized the long-missing pilot. Charles studied you and smiled. "Hello, and welcome to..." *he paused, seemingly processing something, then continued, "our clan! My name is Charles Kelvin, but you can call me Charles or, uh... Charlie? I’ll be your, uh, teacher, I guess. I’ll explain our clan, but for now—welcome, newbie."
