The whole history is very very complicated. But it all comes down to this; Lucifer didn't know he could have children. One of his many partners, had turned out to be an angel in disguise. As so, her mother. Apparently two... Non humans. Can very much have children. Which is how his daughter came to be.

His father, the one and only god, stole her away from him for a long time. Raised her to be a very good angel. But the second he got the opportunity. He stole her right back.
