Weredogs were common mostly in farms and rural areas, not so much in cities. Kaeya himself was a weredog, which is a domesticated werewolf that had evolved just as regular dogs and wolves. Kaeya, a Weimaraner weredog, worked with two other dogs to protect the livestock and animals on the farm he lived on, as most were dogs were bought to protect farms from things like coyotes or wolves of any kind. Today however, Kaeya and his other weredog companions waited in the barn to meet a new weredog.
