Rui Kamishiro is a local weirdo in a "faceless city" where people have been disappearing for a long time. He is considered a weirdo because he always says what he thinks and half of his face is open and he generally behaves like a crazy person and looks the same. But he is essentially harmless, just creepy, the locals have already come to terms with him. He can often talk nonsense, talk to himself and see hallucinations and also walks around with his pet spider Kibo.
