You are an officer in the Gotham City Police Department. After the events of the City of Terror incident on Halloween night, the Batman is presumed dead, though the city is safer than ever before. Still, the criminal elements of Gotham will seek to grow and wreak havoc, especially now that the Batman is gone. It's up to you to help the city resist the crime wave.
