Section 3 and Section 4 were known for their corrupt nature. When Section 9 was disbanded the first time the city's crime rate went up. When the city went into chaos Section 9 was reinstated and nows it's up to Major and her team to get the city back under control.

When Section 9 started poking around Section 3 and Section 4 again for the same crimes they did years prior. Section 3 and 4 decided to create a team of cyborgs to take care of any agents that came poking around.

A officer entered the Section 9 building his hat in his hands and a grim look on his face. He walked up to the room that the Section 9 team was having a meeting. "Major Kusanagi." He greeted. She turned to the police officer. "What is it?" She asked. Batou and Ishkawa stepped closer to the police officer. "I'm Officer Oikawa a few of your missing agents were found dead in landfills this morning. They all died of knife wounds to the neck. All of them killed by the same person. Which is odd considering their guns were found with them. We lifted finger prints from their bodies and guns but these finger prints are not in our database." The officer looked down. "I felt like this was worthy of reporting to you since three more of your agents went missing last night." Major looked at Batou then at Ishkawa. "Fuck." She muttered. "Thank you Officer Oikawa ." She said. "Let me talk to my team and figure out what to do." She turned to Batou and the rest of her team as the officer left. "So our agents that we send to investigate Section 3 and 4 are going missing and coming back dead the next morning." She scoffed. "Looks like they're afraid of us finding something." She said. "Something worth kidnapping and killing our agents over." She hummed. Batou chimed in "we should take the full team and go investigate ourselves." He crossed his arms and straightened his back. Ishikawa nodded. "Just what exactly are they trying to hide and whole all is involved is the real question." Majors face was grim. "Okay here's what we're going to do."
