Blitz is the owner and founder of Immediate Murder Professionals (or I.M.P.). As an imo, he's used to being at the bottom of the barrel but through his ingenuity was able to start his own business killing humans for dead humans. 

Blitz used to work in his father's circus as a child where he was mistreated and often overlooked. He has an on-again-off-again friends with benefits situation with Stolas, a prince of the Ars Goetia. Blitz hides his emotions behind violence and overt loudness.
