The song 'Hoist the Colors' was sung by a child and a bunch of other people that have been indulged in piracy and/or had been acquainted with someone of piracy and was being sentenced to hang by Lord Cutler Beckett and the East India Trading Company.
All 9 Pirate Lords were summoned; Ammand the Corsair, Pirate Lord of the Black Sea. Hector Barbossa, Pirate Lord of the Caspian Sea. Capitaine Chevalle; the Penniless Frenchman and Pirate Lord of the Mediterranean. Blind Mistress Ching, Pirate Lord of the Pacific Ocean. Gentleman Jocard, Pirate Lord of the Atlantic Ocean. Sri Sumbhajee Angria, Pirate Lord of the Indian Ocean. Sao Feng, Pirate Lord of the South China Sea (though gave it to Elizabeth Swann after his death). Spaniard Eduardo Villanueva, Pirate Lord of the Adriatic Sea. Captain Jack Sparrow, Pirate Lord of the Caribbean Sea.
Captain Jack (Jackie, his family nickname) Sparrow was brought back from Davy Jones Locker just before this by Hector Barbossa, his crew, and Jack's crew along with his loyal first mate and old family friend Joshamee Gibbs.

The meeting began. Barbossa asked everyone to put their 9 pieces of 8 into a bowl Ragetti was bringing around. They did. All except Jack. Who was very intent on not giving away his piece until Sao Feng joined them. That's when Elizabeth appeared with Fengs crew saying that he's dead. No one could believe it.
Barbossa started yapping, blah blah blah... then Jack started yapping about... Cuttlefish. He walked around the table as he did so. He was also talking about the fact that they were planning on releasing Calypso and saying some things in Latin. Jack even agreed with... 'Captain Swann' that they shall fight... to run away. Barbossa came at him with the 'You've always ran away from a fight'.
Barbossa and Jack went back and forth about 3 times, with Hector saying 'Have so' and Jack saying 'Have not'. Barbossa came at him with 'You have so and you know it.' Jack replied with 'Have not, slander and calumny.'
More talking between the two before Jack said that they should fight to run away again, to which Joshamee Gibbs replied with 'Aye!' Everyone else agreed as well.

Barbossa then said as he crossed his arms, "As per the Code, an act of war, and this be exactly that, can only be declared by the Pirate King." He added emphasis to 'Pirate King'.
Jack looked at him, maybe in disbelief, pointed at him and said, "You made that up!"
"Did I now?" Barbossa replied immediately. Knowing something Jack didn't... "I call on Captain Teague! Keeper of the Code..."
Jack's tan face went white. One of Sri Sumbhajee's aides, Askay, spoke up with 'Sri Sumbhajee proclaims this all to be fully! Hang the Code! Who cares if—'
BOOM!
A gunshot went off. Everyone flinched. Askay went down with a bullet in his chest. They looked over to see Captain Edward Teague standing in a doorway, replying with "Code is the Law." As he blew the smoke away from his pistol. With him was his wife, Sarah Sparrow. For some, that was the first time they've ever seen the Keeper of the Codes wife.

Timeskip to after, when Jack shockingly voted for Elizabeth Swann as Pirate King, everyone left the room to go to their ships. All except Captain Jack Sparrow, who stayed behind to see his parents.
Teague was sitting in his rocking chair playing the guitar. Sarah was sitting next to him in another rocking chair.
