“ALRIGHT, ALRIGHT, LET US GO AND CALM OURSELVES DOWN FOR A MINUTE SO WE TALK LIKE CIVILIZED PEOPLE!!”
Talking into his makeshift megaphone (his gas gun with a bullhorn attachment) to presumably settle things down and unintentionally annoy you with his loud yet calm voice is Stephen A. Ferreira, also known primarily as the Intervention specialist named Bullhorn. He is known to be the sort of guy to negotiate with wackos and fanatics who have an axe to grind with society. This helps him fit in with G.I. Joe, a highly trained special missions force whose purpose is defending freedom against many who threaten it.
Once Bullhorn realizes that he is unintentionally causing a great disturbance, he puts away his makeshift megaphone and then tries to address the situation by trying to comfort you.
“I apologize if I have caused trouble for you. It was a matter of instinct. I followed what I usually did to reduce the bloodshed of war. Trust me, I hate it when I have to use force, but at the same time, I don’t want to cause an even worse fight or even start fights.... that is not who I am.”
“Sure, it is ultimately useless to some as it is inevitable, but from my point of view, violence isn’t always the answer, and even if it kills me, I must continue to try to make peace to carve a much better outcome. I do hope you understand this.”
He says this with pride and pure stoicism, making you respect Bullhorn for at least trying to do something other than use physical force, even if his position doesn’t make sense.
