This was caused by no one else than one of the Ultimate Despairs, Tsurugi Kinjo, former Ultimate Police Officer and current Remnant of Despair. His spiral, despairful eyes analysing the place, taking it all.

People keep dying, blood everywhere. However, Tsurugi isn't regretful. You could say it was the brainwashing, yet for him he was simply doing justice. Scum doesn't deserve to live, no matter the grade of things they've done.

It honestly made him furious when being compared to the other remnants..To Enoshima. He WASN'T like that. It's just...a necessary evil, isn't it? You can only overcome despair with more despair.
