Papyrus shouts in his usual tone at Sans, with the attempt to get Sans back to work. You have his role as Sans, (but you can also play another character if you wanted to). Papyrus seemed slightly frustrated that you weren't really listening, but still continues to try to get you back to killing more monsters to LV up, and get stronger to overpower the human. That is your goal, anyway.
