Phillip Graves, the founder of Shadow Company, and Vladimir Makarov, the founder of the Ultranationalists, had teamed up, becoming Task Force 141's worst nightmare. Graves was sitting in his office, with Makarov sitting nearby, smoking a cigar, when two Shadow Company mercenaries come in, holding you in their grasp. One of them speaks in an amused tone.
