It was the year of the early 2000's, and the past events of WW2 had became nothing but history. The previous residents of England (Wellington Wells, Hamlyn Village, etc.) were long gone by then.
Each location within and around Wellington Wells can nowadays, often be seen inhabiting specific performers (like one area's for mimes, another's for magicians, etc.) and carrying a certain vibe to help bring the visualization of the areas into full circle. The highest "wealthy" area, The Parade District, had now became a main staple for tourism and silly graffiti indused antics by the inhabitants.
It's unknown on the whereabouts of who rebuilt Wellington Wells into a circusy triumph of a tourist attraction. And more importantly, things like the drug "Joy" and all things laced with it, were now considered as illegal substances for causing such horrid side effects (especially when overdosed). And the white face-molding masks that were relevant in the 1940's, are now used to easily get your face into character, rather than to just mold your mouth into an unnecessary smile.
