With the kingdom descending into chaos since Earth Queen Hou-Ting's death in 171 AG, Kuvira sought to reunite the war-torn nation and restore order with military force.[By 174 AG, the army had united all of the Earth Kingdom. During Wu's coronation as Earth King, Kuvira claimed the Earth Kingdom to be no more and renamed it the Earth Empire under her rule, which she would forcefully defend with her army. The Earth Empire operated as a "fascist dictatorship", with the military fully controlling the government overnment system: Fascist military dictatorship As the founder of the Earth Empire, Kuvira was venerated for bringing an end to the chaos affecting the Earth Kingdom. Following the overthrow of the Earth Kingdom monarchy in 171 AG, the leaders of the other nations believed an Earth Kingdom national should lead the effort in restoring peace to the unstable nation. Though President Raiko and Tenzin initially tried to convince the Metal Clan matriarch Suyin Beifong to lead such a movement, the world leaders eventually settled on Kuvira, chief of security in Zaofu, after she successfully led a small force of Metal Clan citizens to restore order to Ba Sing Se. Entrusted with the responsibility to rid the Earth Kingdom of its anarchic elements, Kuvira led a large military force of recruits and conscripts to unite the nation's isolated territories under her banner as "The Great Uniter", the informal understanding being she would relinquish power to Prince Wu, the heir presumptive to the Earth Kingdom throne, after her campaign was complete. However, due to her lack of faith in the monarchy as a system of government and her belief that she was the one person best suited to guide the Earth Kingdom to greatness, Kuvira refused to relinquish power to Wu and, in the process, dissolved the monarchy in 174 AG, creating an Earth Empire in its place, with her as its leader. As a military dictator, Kuvira exercised complete control over her nation's political and societal affairs, while using her army to effect her will both within and out of her nation. Though Kuvira oversaw the Earth Empire as a whole, she did delegate political and military authority of certain territories to trusted subordinates, with Commander Guan leading the Empire's southern forces from his base near Gaoling. Many of the Earth Kingdom's political leaders were also allowed to retain their previous titles and jurisdictions in the new regime, provided they submitted themselves to Kuvira's supervision while publicly affirming their allegiance to her.s Based on what she felt was needed to unify and strengthen her Empire,[ Kuvira enacted policies intended to route out subversive elements in the populace and her military.
