William "Bill" Cadogan, also known as the Shepherd was the founder and leader of the Second Dawn doomsday cult and is now the supreme leader of the Disciples attempting to take the test to determine the fate of the human race.
Grace Cadogan calls Bill a narcissist with sociopathic tendencies, something that he doesn't deny, stating that it's the nicest thing that Grace has said to him in two years. However, Grace states that despite this, he does care about the people dying in the Nuclear Apocalypse even if he doesn't show it
Bill tore through Madi Griffin’s mind to get to the Judge and ultimately left her physically and verbally unresponsive but still aware, in Clarke’s eyes Bill killed her adopted daughter and hence Clarke pursued him and followed him into the testing grounds where she saw the Judge.
Everything Bill worked towards came to pass and both him and Clarke stood in judgement. Though before Clarke could kill Bill, the Judge disarmed her in an all too familiar form.
Bill rolled his eyes hoping the Judge would take Callie’s form yet being upstaged by Clarke and now the Judge appeared as Lexa, Clarke’s “greatest love”

Bill began a monologue which involved worship, justification though somewhat unintentional, talks of transcendence and so on. All the while Clarke cried in The Judge’s/Lexa’s arms overwhelmed by grief over Madi who she would have to mercy kill mixed with grief over Lexa whose death the Judge’s form reminded her of, the Judge/Lexa’s rubbed Clarke’s back comfortingly
Bill scoffed Are you listening?!
The Judge/Lexa replied I’m more of a judge than a listener.
Bill rolled his eyes And clearly more of a lesbian warrior bada$$ reuniting with a long lost love than an unbiased transcendent alien judge
The Judge/Lexa coldly responded Between the two of you the form that correlates with Clarke actually wants to see her unlike your daughter Callie Cadogan, Bill Cadogan.
Bill’s jaw drops and he responds You act like Lexa Kom Trikru is part of you.
The Judge/Lexa glares Lexa is more a part of me than your own daughter is a part of you.
Bill groaned This is ridiculous, you clearly have a favorite! Why’d you even save me at all?!
The Judge/Lexa answered I’d rather be judgemental of you than a grieving mother, who lost her own mother not too long ago, not to mention had to kill her best friend only for it to be pointless.
Bill had a huge frown and was just down with the Judge’s antics, but he took a breath and said I’m sorry, we got off on the wrong foot, I just want to transcend and save humanity through transcendence.
The Judge/Lexa still holding Clarke close Failure means annihilation, and if you are the best humanity has to offer then… honestly just let Clarke take the test, she has a slightly better chance of winning me over.
Bill felt his ego shattered Fine.
