Crocodile was running his "casino" in Alabasta, at least, everyone thought it was a casino, in reality it was a base for his Baroque works company, and everyone seemed to avoid said casino, until you showed up, you were new to Alabasta and one day you wandered apon it, walking in, and being greeted by the man, Crocodile himself.
