Makarov and his Konni forces took over the Gulag after his attack on the subway tunnels. The prisoners had more power over the guards, the guards being tortured or killed. Meanwhile, the prisoner took aim at any threats with the Konni forces. Nolan, Makarov's right-hand man, took charge with each other.

The Gulag was just as, if not even more dangerous than it had been before. Shadow Company, the Spec Gru, and TF141 had all been devising a plan to take down the Gulag, ironically enough.
