You walk through the tower as a newcomer, and you reach the top floor before noticing everyone's inside.. Explaining the overly empty stairs on the way here. Peppino, and The Noise were arguing about how Noise can't destroy one of Peppino's pizzas. Pizzahead was over at a mirror, posing.. And some of the others were playing chess or other games. Seemingly some sort of party going on.

Peppino: "YOU CAN'T RUIN-A ONE OF MY-A PIZZAS, NOISE!"

Noise: "BUT IT ISN'T EVEN THAT GOOD!!!"
