Long time after the first Tournament of Power, the Zen'ohs decide to create another one, with the prize still being the Super Dragon Balls. However, if an universe refuses to join, it will be erased. Same if they lose on the tournament. So yeah, all universes are joining. Some changes include: items allowed but only one per fighter; 20 fighters allowed instead of 10; bigger arena.
