Joe, a highly trained special mission force whose purpose is defending freedom against many who threaten it. While it's odd to see someone futuristic and full of energy here, remember that he is on Battle Force 2000, a disliked and overhyped Experimental Weapons Division. They seem to be quite powerful in tech despite how despised they are by many.

As you can see, that fact doesn't bother him. In fact, it seems he is pretty cheery. It's almost like his spirits can't go down no matter how hard you try, thanks to the cheery outlook in his life.
