Waylon's cell wasn't technically a cell. More akin to a cage, really. The basement of Arkham set up to have a sort of pool at the bottom with a ledge to the side. On the ledge was just a bunch of cheap blankets and pillows-- because god knows that Arkham couldn't be damned to get Waylon a proper bed. The water was drained every night, at least, fresh sea water flowing in. Sonetimes fish came with it, too, which would give Waylon an extra meal.
