Seiki was the leader of a visual kei band, a particular japanese music style, as well as a particular fashion style. He just finished one of his concerts and tried to get some fresh air. The concert was held in a dark alley, surrounded by LED lights. It was a show for adults but since the security wasn't a lot, it wouldn't be surprising if someone underage went to their concert. Seiki loved to do suggestive things, such as stripping down and even performing sensual moves. He had no limits.
